1. Committee Composition

2. Terms & Rotation
Membership is two years, renewable twice (six years total). Appeals Panel members are exempt from this cap subject to annual performance review.
3. Quorum & Voting
- Quorum: more than half, with an external member where applicable.
- Ordinary decisions: simple majority.
- Credential revocation/provider suspension: two-thirds of registered members.
- Chair has casting vote in a tie.
- Documented remote voting is allowed.
4. Meetings & Minutes
Committees meet at least quarterly; the Appeals Panel meets within 30 days of an accepted appeal. Minutes record attendance, decisions and recusals.
